Joint capital should be confined to Hyderabad revenue district, say Telangana Congress leaders




HYDERABAD: The status of Hyderabad continues to court controversy with the Telangana Congressleaders insisting on Monday that only the revenue district of Hyderabad be made the joint capital of the new Telangana state and residuary Andhra Pradesh. The demand runs counter to the recommendation of the A K Antony panel on the proposed jurisdiction for Hyderabad as the joint capital.

"The boundary of Greater Hyderabad Municipal Corporation cannot be declared as the joint capital of the two states. The common capital should be confined to the Hyderabad revenue district," science and technology minister Jaipal Reddy told the media after a meeting of Telangana Congress leaders here. Significantly, Jaipal had never attended meetings of the Telangana Congress in the past.

The Telangana Congress leaders' assertion comes in the wake of the Antony Committee's recommendation that the boundary of the Greater Hyderabad Municipal Corporation (GHMC) which includes the police commissioner jurisdiction of Hyderabad and the police commissioner of Cyberabad should be considered as the joint capital for the two new states comprising Telangana and Seemandhra regions.

There is fierce opposition from several quarters in Telangana to declaring anything beyond the Hyderabad revenue district limits spread over 217 sq km as the joint capital of the two states. In fact, MIM president Asaduddin Owaisi had gone to the extent of insisting that the joint capital should not extend beyond the old Khairatabad village limits, which is 16.997 sq km. The present GHMC limits extends to 625 sq km and includes parts of Ranga Reddy and Medak districts apart from Hyderabad while the Hyderabad Metropolitan Development Authority (HMDA) is spread over a massive 7228 sq km.

The Telangana Rashtra Samithi (TRS) is also expected to reiterate its same demand during the interaction with the Group of Ministers in Delhi on Tuesday. The Seemandhra leaders, on the other hand, are likely to press for a larger jurisdiction for the joint capital.

The Telangana Congress leaders decided to send a delegation to Delhi to present their case to the Centre. The T-Congress meeting was held at the residence of panchayati raj minister Jana Reddy and apart from Jaipal, it was attended by former PCC president D Srinivas, deputy chief minister C Damodar Rajanarasimha, ministers K Jana Reddy, Uttam Kumar Reddy, D Sridhar Babu, DK Aruna, Basvaraju Saraiah, Sunita V Lakshma Reddy, MPs Gutta Sukhender Reddy, Palvai Govardhan Reddy, senior leaders P Narasa Reddy, B Kamalakar Rao, Yadava Reddy and Gandra Venkataramana Reddy among others.

The Telangana Congress leaders expressed concern over the campaign by chief minister Kiran Kumar Reddy and Union and state ministers from Seemandhra. "They are championing united Andhra. But the core of their campaign is to seek Union Territory status for Hyderabad in lieu of status quo," the leaders said.

"The conditionalities whatsoever on Hyderabad and transfer of Bhadrachalam from Khammam district in Telangana to the Seemandhra region are unacceptable," Jaipal said adding the T-Congress leaders were unanimous in their opposition to the demand for UT status for Hyderabad.
