మావోయిస్టు సైన్యం కన్నా సైద్ధాంతిక కర్తలే ప్రమాదకరం
న్యూఢిల్లీ, నవంబర్ 15 : మావోయిస్టు పార్టీ సాయుధ దళాల కన్నా, ఆ పార్టీ తరఫున సిద్ధాంత ప్రచారం చేస్తున్న మేధావులే అతి ప్రమాదకారులని కేంద్ర ప్రభుత్వం స్పష్టం చేసింది. నక్సల్స్ సమస్యను ఏకీకృత విధానం ద్వారా ఎదుర్కొనేలా ప్రభుత్వాలను ఆదేశించాలంటూ ఇటీవల ఓ ప్రజాహిత వ్యాజ్యం సుప్రీంకోర్టులో దాఖలైంది. దీనిపై స్పందించిన సుప్రీంకోర్టు, కేంద్ర ప్రభుత్వంతో పాటు నక్సల్ ప్రభావిత తొమ్మిది రాష్ట్ర ప్రభుత్వాలకు నోటీసులు జారీ చేసింది. ఈ మేరకు హోం శాఖ శుక్రవారం అఫిడవిట్ దాఖలు చేసింది. "పట్టణాలు, నగరాల్లో నివసిస్తున్న మావోయిస్టు పార్టీ సానుభూతిపరులు, సైద్ధాంతిక మేధావులు ప్రభుత్వానికి వ్యతిరేకంగా ఒక పద్ధతి ప్రకారం ప్రచారం చేస్తున్నారు. తప్పుడు సమాచారాన్ని వ్యాప్తిలోకి తెస్తూ, ప్రభుత్వ యంత్రాంగాన్ని అభాసుపాలు చేయాలని ప్రయత్నిస్తున్నారు. నిజానికి, మావోయిస్టు ఉద్యమాన్ని సజీవంగా నిలబెడుతున్నది ప్రజాజీవనంలో ఉంటున్న ఈ సిద్ధాంతకర్తలే. మావోయిస్టుల సాయుధ సైన్యం అయిన ప్రజా విముక్తి గెరిల్లా ఆర్మీతో పోల్చినప్పుడు అనేక విధాలుగా ఈ మేధావులే అత్యంత ప్రమాదకారులు'' అని వివరించింది. వీరికి వ్యతిరేకంగా న్యాయపరమైన చర్యలు తీసుకునేందుకు జరిగిన ప్రయత్నాలు తరచు దుష్ఫలితాలను ఇస్తున్నాయని పేర్కొంది.

Calling over-ground Maoist ideologues, who keep the movement alive, more dangerous than their armed guerrilla army, the home ministry has told the Supreme Court that these people had undertaken a concerted and systematic propaganda to malign the state through disinformation.
More than 8,100 civilians have been killed in Maoist-affected states. Many people have been dubbed police informers and killed by Maoists.
The home ministry’s counter-affidavit in a petition questioning the action taken by the Centre described Maoists activity a serious impediment to the nation-building process by attacking development facilities and abducting proactive, sincere district collectors.
The Supreme Court had in September asked the Centre and Maoists-affected states to respond to a petition seeking direction to formulate a central policy for handling the menace.
While the armed guerrillas stand in the way of development in the rural and tribal belts, ideologues and supporters of the Maoists carry out a “concerted and systematic propaganda against the state to project the State in a poor light and also malign it through disinformation.
"In fact, it is these ideologues who, have kept the Maoist movement alive and are in many ways more dangerous than the cadres of the People's Liberation Guerrilla Army," the home ministry said in its affidavit to the Supreme Court.
The government said the police had proceeded against the ideologues in the past which often resulted in negative publicity due to the effectiveness of the propaganda machinery of the CPI (Maoist).
"However, regardless of this, the Union of India is committed to combating this problem with all resources at its disposal and the efforts are gradually bearing fruit on the ground," the affidavit has said.
The ministry conceded the Naxals had managed to entrench themselves in certain parts due to the security and development vacuum.
