‘Cold-blooded murder’

‘The incident has been termed by the families of the dead as cold-blooded murder. All the five facing terror charges had been lodged in the Warangal central prison. Among the dead was Viqar Ahmed, a resident of Hyderabad accused of killing three policemen, reportedly after floating his own terror outfit, Tahreek-Galba-e-Islami (TGI). While Viqar, Syed Amjad and Mohd. Zakir are from Hyderabad, the other two, Izhar Khan and Mohd. Haneef, hailed from Uttar Pradesh and Gujarat respectively.
This was the third violent incident involving police and persons facing terror charges in less than a week in Telangana.
On Thursday, two activists of the outlawed Students Islamic Movement of India shot dead two policemen at Suryapet bus-stand in Nalgonda district. The two activists were killed by the police in an exchange of fire in the same district two days later in which another constable lost his life.
A sub-Inspector, Siddaiah, injured in the second incident died at a local hospital on Tuesday. Incidentally, it was his first marriage anniversary and his wife delivered a baby boy in the same hospital the day he was injured.
The undertrials killed in the latest incident had been shifted to Warangal central prison a few months ago from different jails following complaints about their conduct. The shooting took place at 10.25 a.m. when the convoy crossed the Warangal district border and reached the outskirts of Tanguturu village in Aler mandal of Nalgonda district.
Viqar reportedly asked the police to halt for a toilet break. But, while getting inside the van, he allegedly snatched a policeman’s INSAS rifle and fired at the Reserve SI sitting in the front row. The RSI ducked and escaped even as two bullets were fired at him from close range.
Sensing danger, other constables immediately opened fire which resulted in the instant death of the undertrials. Top police officials led by IGP Naveen Chand rushed to the spot but chose not to share details of the incident. Three hours later, the bodies were shifted to Jangaon area hospital for post-mortem.

Five suspected terrorists were killed in an encounter in Warangal district of Telangana on Tuesday.
HYDERABAD:  Five suspected terrorists being taken to court from jail, were killed in an encounter with the police near Alair in Nalgonda district of Telangana on Tuesday(7 April 2015) . Among them is Vikaruddin Ahmed, accused of killing at least two police personnel, one in Hyderabad one in 2009, and another in Maninagar in Gujarat.

The police said the men, who were being taken from Warangal jail to a Hyderabad court 150 km away, were killed when one of them attempted to overpower the security personnel escorting them and snatch a weapon in a bid to escape. Whether he fired from the weapon is not yet clear.

All five were shot dead inside the police van that was transporting them. They were partially handcuffed and civil rights activists have questioned why the team of 17 security personnel accompanying them could not have brought them under control without shooting them dead.

An inquiry by an executive magistrate and judicial inquiry has been ordered into the encounter, following the latest directives of the Supreme Court in a case of PUCL Vs State of Maharashtra in 2014.

Telangana Director General of Police Anurag Sharma said the suspected terrorists were partially handcuffed as they had in the past attacked policemen. Vikaruddin Ahmed, the alleged founder a local terror outfit Tehreek-Ghalba-e-Islam (TGI), was arrested in 2010. The other four men were his associates.

The DGP clarified that the five men killed today were not known to have any link with any of the other terror groups like SIMI, Indian Mujahideen or LeT. So drawing a link with the killing of two SIMI activists on Saturday is wrong, he clarified. "We will follow the due judicial process for inquiry," the DGP said.

Telangana is on alert and intensive combing operations are on in Nalgonda district after two suspected SIMI activists were shot dead there on Saturday in a gun battle with the police in which a constable was also killed. The two men were trying to escape the state after killing two security personnel last week, the police said.

The men killed on Saturday are suspected to have been part of a group of seven alleged SIMI operatives who escaped from a jail in Khandwa, Madhya Pradesh in October 2013. One had died earlier and one had surrendered, and the police of five states are now trying to track down the three remaining fugitives.

They have allegedly been involved in several crimes since they escaped, including a train blast last year in Chennai, in which one woman was killed and 14 were injured.
