India initiates development of Dugarajapatnam and Sagar Island ports

India has initiated measures to build two new ports in Andhra Pradesh and West Bengal by setting up an Empowered Committee of Secretaries to ensure smooth implementation, Shipping Minister G.K. Vasan has told Parliament.
“The process of development of these new ports has been initiated,” the minister said.
The projects are located in Dugarajapatnam, on the south-eastern coast of India, and Sagar Island, in the Bay of Bengal. Both ports will be developed and operated under the Public Private Partnership model. They have been designated as Major Ports as they will come under the jurisdiction of the federal authorities.
Engineering consultancy company RITES has completed the feasibility report for the Sagar Island facility and is likely to submit next month the report on the Rs 60 billion ($890M) Dugarajapatnam project.
The Empowered Committee of Secretaries which has been created to ensure smooth implementation of the projects is headed by Shipping Secretary Vishwapati Trivedi.
Port expansion moves are on, despite declining exports from some Major Ports. Minister Vasan said that the decline was mainly due to restrictions on shipping out iron ore, a move dictated by pressure from the domestic steel industry.
Mormugao port in the western state of Goa has been hit particularly hard with exports plunging to 8.5M tonnes in the fiscal year 2012-13 (ending March 31st) from 29.5M tonnes during 2011-12.
Over the same period, exports from the eastern port of Paradip in Odisha (Orissa) state also declined from 7.5M to 2M tonnes.

Dugarajapatnam Port

Land costs are set to soar in the sleepy coastal village of Dugarajapatnam in Andhra Pradesh (AP) Nellore district after it was chosen by the Union cabinet as the location for 1 of 2 new government-controlled ports.
This will be the 2nd Union government-controlled port in AP after the one in Visakhapatnam.
The Union government presently controls 13 ports that handled a combined 545.67 million tonnes (mt) of cargo in the year to March.
The new ports are to be developed as part of an effort to triple the country’s cargo-loading ability to 3.13 billion tonnes by 2020.
Mr. B. Sreedhar, collector of Nellore district said, the port in Dugarajapatnam would need about 4,000 acres, most of which is owned by the state government.
Mr. Sreedhar, an Indian Administrative Service officer said, “Because of the development of the new port, farmers and other private landowners may ask for higher compensation.”
“An acre of land outlay about INR 6-8 lakh in Dugarajapatnam,” said Mr. P.V. Sunil, tehsildar of Vakadu mandal (an administrative unit) under which the village falls. “Land costs will go up with the declaration of the new port at Dugarajapatnam.”
Andhra Pradesh is India’s 2nd largest maritime state by cargo handled after Gujarat. Nellore district already has a big private port at Krishnapatnam run by Hyderabad-based CVR Group.
The Andhra Pradesh government had earlier recommended Ramayapatnam as the location for the new port after the Indian Space Research Organisation (ISRO) raised concerns on the improvement of a new port at Dugarajapatnam because of its proximity to the satellite launch centre at Sriharikota.
The cabinet directed the shipping ministry to conduct a techno-economic feasibility study for the port at Dugarajapatnam.
The 2 new major ports accepted by the cabinet will price about INR 20,500 crore to build and have 116 mt of annual cargo-handling capacity.
The 2 ports will be set up as firms under India’s Companies Act of 1956. Of the 12 Union government-controlled ports, 11 are run as trusts.
Ennore Port located in Tamil Nadu is the only exception in this regard. The Ennore Port was formed as a company under the Companies Act, 1956, when it was opened in 2001.
