Andhra CM Chandrababu Naidu spends Rs 100 crore of public exchequer money on himself


HYDERABAD: Andhra Pradesh may be in the midst of a major financial crisis, but this has not stopped chief minister N Chandrababu Naidu from spending a steep Rs 100 crore of the public exchequer money on himself. This includes refurbishing various offices and hiring aircraft and helicopters for his national and international travels.

Till date, Naidu has constructed four offices for the chief minister and camp offices in Hyderabad and Vijayawada. Presently coming up at a cost of Rs 21.3 crore is the new camp office in Vijayawada. While Rs 6.3 crore has been released for converting the irrigation circle office as the camp office, Rs 15 crore is being spent for the security set-up. Separate GOs have been issued for these expenditures.

Earlier, Naidu spent Rs 45 crore of public money on refurbishing the Lake View Guest House as well as two blocks in the AP Secretariat in Hyderabad. Immediately after his victory in the 2014 general elections, he ordered renovation of South H block as his new office and the state government spent more than Rs 15 crore on sprucing up the building. However, citing bad vaastu, Naidu later opted for an office in L block. Complete renovation of the 7th and 8th floors of the building was ordered, which took three months and cost about Rs 20 crore. Apart from that, at an additional cost of Rs 5 crore, new lifts were installed, new entrances were put in place and elaborate security arrangements made.
To give a facelift to the Lake View Guest House on the Raj Bhavan Road, the state government spent about Rs 7 crore. However, the building is now used being used only once a week by Naidu. As part of the renovation, age old boulders on the guest house premises were removed and all rooms refurbished to ensure that chief minister has the finest camp office.

Hyderabad: With yet another 'residence camp office' for chief minister N Chandrababu Naidu in Hyderabad, the financial burden for frequent change of offices and CMO now stands at Rs 80 crore. This is Naidu's fourth camp office in Hyderabad.
The government has set up as many as five camp offices and two regular offices for Naidu in the last two years. Most of the money was spent on providing security measures and sprucing up the buildings.
Yet another 'interim' office for the chief minister will be added to the tally when the chief minister shifts from his present camp office in Vijayawada to the upcoming interim government complex at Velagapudi village on the other side of the Krishna river in July. And when the final secretariat is constructed a couple of years later, Naidu will again shift his office for the ninth time.
The state government on Thursday issued orders declaring the residence of Chandrababu Naidu at Madinaguda in Hyderabad as the 'residence camp office' whenever he visits the joint capital city. The government has already spent about Rs 2 crore on the Madinaguda residence. Orders were issued on April 6 sanctioning Rs 57 lakh and on April 1 for Rs 1.36 crore, mostly on security measures. Earlier, two more places in Hyderabad where Naidu had stayed were also declared as residence camp offices. About Rs 2 crore was spent on Naidu's residences on road no 24 and 65 in Jubilee Hills.

The government also spent about Rs 45 lakh on security and renovation of the Lake View Guest House, which served as the camp office for a brief period, and the chief minister's office (CMO) in the state secretariat.

First, the H block was spruced up and later the L block. None of them is being used now as Naidu has shifted to Vijayawada, where a temporary camp office was set up at a cost of about Rs 21 crore. The government issued orders on different occasions sanctioning funds under various heads for camp office.Once the interim government complex at Velagapudi is ready, Naidu will shift from Vijayawada city. The complex that will also house secretariat and state assembly is coming up at a cost of about Rs 530 cror



Swanky Lingamaneni bungalow to be CM's residence

UNDAVALLI, Guntur: In a move that could blow up in his face and cause more embarrassment, chief minister N Chandrababu Naidu's close aides have zeroed in on a palatial bungalow on the banks of river Krishna in Undavalli village to house his makeshift residence. A major drawback, however, is that the structure was illegally constructed in violation of the River Conservation Act.
On February 5 this year, the district administration had served a notice on the owners of Lingamaneni estates as the bungalow was built, encroaching the river course. In utter disregard to the notice, a high-level team accompanied by the personal vastu consultant of Naidu inspected the bungalow late on Tuesday and found it ideal for the CM to reside there.
The bungalow is a private guest house owned by infrastructure giant Lingamaneni group that is considered to be close to Naidu. According to sources, the district administration has decided to immediately take up the renovation works at the guest house as the vastu consultant has given the go-ahead.
Officials in charge of the CM's security, Vijayawada municipal commissioner G Veerapandian and senior officials from the roads and building department were part of the team that inspected the guest house. Sources said that Guntur district collector Kantilal Dande has been instructed by the chief minister's office (CMO) to carry out the necessary works on a war-footing.
Located just 2 km away from the Prakasam barrage in Undavalli, the guest house has four bedrooms, two big halls, a home theatre and a huge space for additional rooms for the CM's staff and a mini-conference hall.
CM's family members are said to be 'satisfied' with the building and asked the district administration to make the necessary arrangements. The collector directed the R&B officials to immediately lay a new two-lane road from the Prakasam barrage to the bungalow. A permanent helipad will also be constructed near the bungalow that is spread over 1.5 acres.
Following the cash-for-vote scandal, Naidu is reportedly planning to shift his base from Hyderabad. While the CM's camp office in Vijayawada is nearly ready, his makeshift residence too will be close to the capital city.
Analysts say with the latest move, Naidu's political rivals have got a shot in the arm as the CM's makeshift residence is an illegal structure. Naidu is already facing trouble for his 'role' in the cash-for-vote scandal.
Water resources minister Devineni Umamaheswara Rao had breathed fire against all those who had constructed palatial buildings by encroaching the banks of the Krishna during a surprise visit to the area in January and vowed to raze them down.
On February 5, the local tehsildar issued notices to 21 owners, including BJP MP Gokaraju Gangaraju, asking why action should not be initiated against them for constructing buildings violating the Act. The owners were asked to submit documents showing the legality of their buildings. Gangaraju owns an ultramodern guest house along the river course.

It is noteworthy that at one point of time, the Capital Region Development Authority (CRDA) had wanted to take over all the illegal structures to locate some of the state-level offices and CRDA branches. "As per the law, the authorities are supposed to bulldoze the structures which violate the River Conservation Act. The government cannot flout the rules even if it is going to be the CM's residence," said advocate Mallela Seshagiri Rao.
