Meetings indicate jitters after ‘surgical attacks’

A day after Indian special forces struck terror launch pads across the Line of Control, Pakistan continued to be in denial on Friday, maintaining that there had only been an escalation of firing at the LoC.

However, a series of official meetings indicated that the LoC mission by the Indian Army was being taken far more seriously than the government and military would admit. “No one will be allowed to cast an evil eye on Pakistan,” Pakistan’s Prime Minister Nawaz Sharif said, in an obvious reference to India during a Cabinet meeting convened hurriedly to review the LoC violence.

Next Wednesday, the government has convened a special joint session of the Pakistani Parliament, which will follow the National Security Committee meeting on Tuesday, where Mr. Sharif extended a special invitation to all the chief ministers to speak about the LoC situation. In New York, the Pakistani envoy met U.N. Secretary General Ban Ki-moon and the Security Council president in an effort to have the LoC tensions taken up at the world body.

On Friday, Pakistan’s Army Chief Raheel Sharif also issued a statement, referring to the commando mission in which the Indian Army said at least eight terror launch pads had been attacked, killing many terrorists on the Pakistani side of the Line of Control, as “malicious propaganda.”

The statement warned India against any misadventure. A release said: “The highest state of vigil is being maintained along LoC/WB and all along the international border.

హైదరాబాద్‌ను మురికివాడల రహితంగా తీర్చిదిద్దాలన్న సర్కారు సంక ల్పానికి క్షేత్రస్థాయిలో అవరో ధాలు ఎదురవుతున్నాయి. బస్తీల్లో బహుళ అంతస్థులు నిర్మించి నిరుపేద లకు రెండు పడకల గదుల ఇళ్లు ఇవ్వాలన్న ప్రతిపాదనకు మిశ్రమ స్పందన వస్తోంది. 45 మురికి వాడల్లో మాత్రమే సానుకూల స్పందన లభించింది.
ఆంధ్రజ్యోతి,హైదరాబాద్‌సిటీ: గతంలో నిర్వహించిన సర్వే ప్రకారం గ్రేటర్‌లో 1476 మురికివాడలున్నాయి. ఇందులో దాదాపుగా 20లక్షల మంది నివసిస్తున్నారని అంచనా. గూడులేని వారికి పక్కాగృహాలను ఉచితంగా నిర్మించి ఇవ్వడంతోపాటు.. నగరాన్ని మురికివాడల రహితంగా తీర్చిదిద్దాలన్నది సర్కారు ఆలోచన. ఇందులో భాగంగా ఈ యేడాది లక్షఇళ్లు నిర్మించాలని లక్ష్యంగా పెట్టుకు న్నారు. బస్తీలు, మురికివాడల్లో ప్రస్తుతం ఉన్న ఇరుకు ఇళ్లను తొలగించి వాటిస్థానంలో రెండు పడకల నివా సాలు నిర్మించాలని భావించారు. జీహెచ్‌ఎంసీ అర్బన్‌ కమ్యూనిటీ డెవలప్‌ మెంట్‌(యూసీడీ), ఇతర విభాగాలు మురికివాడల్లో పర్యటించాయి. ప్రస్తుతం ఉంటోన్న చిన్నఇళ్లను ఖాళీచేసి స్థలాలను అప్పగిం చాలని, సౌకర్యవం తంగా జీవించేందుకు అనువైన వసతులతో డబుల్‌బెడ్‌ రూమ్‌ ఇళ్లు ఇస్తామని చెప్పారు. ఇప్పటి వరకు దాదాపు 300బస్తీల్లో స్థానికులతో అధికారులు చర్చించగా.. 45 మురికివాడల్లో మాత్రమే సానుకూల స్పందన లభిం చింది. దీంతో ఆయా ఏరియాల్లో ఇళ్ల నిర్మాణానికి కస రత్తుప్రారంభించారు. ఇప్పటికే 18ప్రాంతాల్లో రూ.428.85 కోట్లతో 5050ఇళ్ల పనుల కోసం టెండర్లు పిలవగా... మరో 32చోట్ల రూ.1298.95 కోట్లతో 15,519 ఇళ్ల నిర్మా ణానికి త్వరలో టెండర్‌నోటిఫికేషన్‌ ప్రకటించ నున్నారు.
మురికివాడల్లో ఇప్పటికే బహుళ అంతస్థులు..
కొన్నేళ్ల క్రితం నగరంలో సర్వేనిర్వహించిన ప్రభుత్వ విభాగాలు మౌలికవసతుల లేమి.. అక్కడి ప్రజల జీవన స్థితిగతులు.. నివాసాలను బట్టి1476 ప్రాంతాలను మురికివాడలుగా ప్రకటించారు. అప్పట్లో చాలా ప్రాంతా ల్లో గుడిసెలు వేసుకొని ఉండేవారు. రోడ్లు, తాగునీరు, డ్రైనేజీ, వీధిదీపాలు వంటి కనీస సౌకర్యాలు ఉండేవి కాదు. కాలగమనంలో చాలామార్పొచ్చింది. మురికి వాడల్లో మౌలిక వసతులు మెరుగయ్యాయి. నివాసాలు, రేకులషెడ్డుల స్థానంలో మూడు, నాలుగు అంతస్థుల నిర్మాణాలు వెలిశాయి. 50నుంచి 80చదరపు గజాల స్థలంలోనే బహుళ అంతస్థులు నిర్మించారు. ఇది పట్టణ ప్రణాళికా విభాగం నిబంధనలకు వ్యతిరేకమైనప్పటికీ.. పట్టించుకునే వారు లేకపోవడంతో ఇష్టారాజ్యంగా ఇళ్లు వెలిశాయి. ప్రస్తుతం యజమానులు ఉండడంతోపాటు.. అద్దెలద్వారా ఆదాయం వస్తోంది. తల్లిదండ్రులు, పెళ్లిళ్లయిన పిల్లలూ అందరూ ఒకేఇంట్లో ఉంటున్నారు. అయితే ఒక్కరికే ఇల్లుఇస్తామంటున్నారు. ఈ నేపథ్యంలో ఇళ్లుఖాళీ చేసి స్థలాలు ఇచ్చేందుకు కొన్ని బస్తీలవాసులు ఒప్పుకోవడంలేదు. మౌలికవసతులు కల్పిస్తాం.. విశాల మైన ఇళ్లలో ఉండొచ్చు... పెళ్లిళ్లయి వేరుగా ఉంటున్న వారికీ కేటాయింపులో ప్రాధాన్యం ఇస్తున్నాం అని అధికా రులు కౌన్సెలింగ్‌ ఇస్తున్నారు. అయినా ఇరుకు గల్లీలు.. అంతకంటే ఇరుకైన ఇళ్లలో ఉండేందుకే వారు ప్రాధాన్యం ఇస్తున్నారు.
50 ప్రాంతాల్లో.. 200 ఎకరాలు..
45 బస్తీలు.. శివార్లలోని 50ప్రాంతాల్లో ఉన్న ఖాళీ స్థలాల్లో ఇళ్లునిర్మించాలని జీహెచ్‌ఎంసీ నిర్ణయించింది. అందు బాటులో ఉన్న 200 ఎకరాల స్థలంలో 21వేలఇళ్లు నిర్మించొచ్చని ఉన్నతాధికారొకరు తెలి పారు. మురికివాడల నుంచి స్పందన ఆశించిన స్థాయిలో లేకపోవడంతో ఖాళీ స్థలాల అన్వేషణ ప్రారంభించారు. టీఎస్‌ఐఐసీ, హెచ్‌ఎం డీఏ, రెవెన్యూ తదితర విభాగాల నుంచి ఖాళీ స్థలాలు ఇప్పించాలని ప్రభుత్వానికి లేఖ రాశారు. గ్రేటర్‌ ఆవల ఉన్న బుద్వేల్‌, బైరాగిగూడ, నల్లగండ్ల, ఖైతలాపూర్‌ ప్రాంతాల్లోని ఖాళీ స్థలాల్లో రెండు పడకల ఇళ్ల నిర్మాణం జరగనుంది. గ్రౌండ్‌ ప్లస్‌ 3కి రూ.7లక్షలు, సెల్లార్‌ ప్లస్‌ సిల్ట్‌ప్లస్‌ 5.75లక్షలు, సెల్లార్‌ ప్లస్‌ సిల్ట్‌ప్లస్‌9 అంతస్థులకు రూ.9లక్షల చొప్పున ఖర్చవు తుందని అంచనా వేశారు. ఇందులో కేంద్ర ప్రభుత్వం ఒక్కో యూనిట్‌కు రూ.1.5లక్షలు, రాష్ట్ర సర్కారు రూ.5.5 లక్షలు ఇవ్వనుంది. గ్రౌండ్‌ప్లస్‌ 5, 9 అంత స్థులకయ్యే రూ.7లక్షలు దాటిన అదనపు ఖర్చును జీహెచ్‌ఎంసీ భరించనుంది. దీనికి తోడు రోడ్లు, తాగునీరు, డ్రైనేజీ వంటి కనీస సౌకర్యాల కల్పనకు యూనిట్‌కు రూ.70వేలచొప్పున ఖర్చు చేయాల్సి ఉంది. ఈ లెక్కన జీహెచ్‌ఎంసీ 50వేళఇళ్లకు రూ.500 కోట్లు వెచ్చించాల్సి ఉంటుంది.

హైదరాబాద్‌, సెప్టెంబరు 19(ఆంధ్రజ్యోతి): నవ్యాంధ్ర రాజధాని నగరం అమరావతిలో ప్రధాన కట్టడాల డిజైన్లపై సీఎం చంద్రబాబు అసంతృప్తితో ఉన్నారు. భారతీయ, రాషీ్ట్రయ సంప్రదాయాలతో, ప్రపంచ స్థాయిలో ఉండాలని ఆశించామని, కానీ ఇప్పటి వరకూ అలాంటి డిజైన్లు గుర్తించలేకపోయామని తీవ్ర అసంతృప్తి వ్యక్తం చేస్తున్నారని సమాచారం. అంతర్జాతీయ టెండర్లలో ఇప్పటికే జపాన్‌కు చెందిన మాకీ సహా ఇతర సంస్థలు తమ డిజైన్లు సమర్పించినా... అవేవీ ఆకట్టుకునే విధంగా లేవని చంద్రబాబు అసంతృప్తి వ్యక్తం చేసినట్లు తెలిసింది. థర్మల్‌ విద్యుత చిమ్నీలను పోలి ఉన్న భవనాల డిజైన్లను మాకీ రూపొందించడం, ఇప్పటికే ఆ తరహా డిజైన్లు ఇతర రాష్ట్రాల్లో వినియోగించడం వల్ల కాపీ కొట్టామన్న అభిప్రాయం వ్యక్తం అవుతుందని, ప్రత్యామ్నాయాలు చూడాలని అధికారులను ఆదేశించారు. సీఎం చంద్రబాబు బృందం ఆస్థానాతో సహా సింగపూర్‌, మలేషియా, చైనా, జపాన్‌ నగరాలలో పర్యటించి అంతర్జాతీయ డిజైన్లను పరిశీలించింది. ఇటీవల సీఆర్‌డీఏ బృందం కూడా ఈ దేశాల్లో పర్యటించింది. కానీ, డిజైన్ల రూపకల్పన బాధ్యతలను ఎవరికి ఇవ్వాలన్న అంశంపై తుది నిర్ణయానికి రాలేదు. ఫలితంగా అమరావతి నగర ప్రధాన కట్టడాల డిజైన్ల ఎంపికలో తీవ్ర జాప్యం చోటు చేసుకుంటుంది. కట్టడాల నిర్మాణ పనులూ చేపట్టడానికి ఆలస్యమవుతుంది. ఈ నేపథ్యంలో ప్రముఖ అర్కిటెక్ట్‌ సంస్థ హఫీజ్‌, నెదర్లాండ్‌ అర్కిటెక్ట్‌ సంస్థలు సోమవారం విజయవాడలో చంద్రబాబును కలిసి తమ ప్రతిపాదనలు అందించాయని సమాచారం. మంగళవారం సీఎం అధ్యక్షతన సీఆర్‌డీఏ సర్వసభ్య సమావేశం జరగనున్నది. ఈ సమావేశంలో అమరావతి నగర ప్రధాన కట్టడాల డిజైన్ల కోసం మరో దఫా గ్లోబల్‌ టెండర్లను పిలవడంపై చంద్రబాబు కీలక నిర్ణయం తీసుకోనున్నారని సమాచారం.

KHAMMAM: The proposed district abounds in industries, coal mines, mineral deposits, forest wealth, temples, tourist spots.  If a new district is carved out of Khammam with Kothagudem as its headquarters, Khammam district is likely to turn ‘poor’.

Kothagudem abounds in industries, coal mines, mineral reserves and has an abundance of forests. Till now, the major revenue source to Khammam district has been Kothagudem.

As indicated by chief minister K Chandrasekhar Rao, the state government is planning to declare Kothagudem as a new district and arrangements are being made to announce it by Dasara.

Bhadrachalam, Pinapaka, Kothagudem, Aswaraopet and Yellandu Assembly constituencies are likely to be included in the new district of Kothagudem while Sattupalli, Khammam, Wyra, Palair and Madhira constituencies will stay in Khammam.

Coal is mainly produced in Kothagudem, Yellandu and Manugur areas and these will come under the new district. Even SCCL head office is located in Kothagudem town.

Not only this, industries like Kothagudem Thermal Power Station (KTPS), Nava Bharat ferro alloys and thermal power station,  Bhadrachalam Paper Boards, the biggest industry in Asia which is producing paper and board would be part of the new district.

Also, ITC power plant, Bhadradri Power Plant located at Manuguru, and the Govt-owned mining organisation National Mineral Development Corporation (NMDC) will be in the new district.

Large-scale iron ore is available in Bayyaram. Quality sand is also available in Godavari river and Bharachalam has rich forest wealth.

Major irrigation sources like Taliperu and Kinnerasani projects too are in this area. The proposed Sri Sitarama irrigation project will be built in Aswapuram mandal.

The Centre has given nod for an airport at Kothagudem. It also boasts of a mining college and a sports college.

The area is home to major tourist spots like Kinnerasani deer park, sanctuary and boating at Taliperu irrigation project, and a waterfall in Wazeedu mandal.

The popular Papikondalu tour is operated from Bhadrachalam. The famous Sri Sitarama temple at Bhadrachalam and the Ramalayam temple at Parnasala village will be another asset to Kothagudem district.

“If Kothagudem is formed as a new district, Khammam will become a poor district,” said K Ramanatham, a retired officer.

“Unfortunately, except the granite industry, there is no other major revenue source to Khammam district if Kothagudem is carved out of it,” said A Subba Rao, a BJP leader.

According to experts, Kothagudem would become the richest district after Hyderabad as it has all the major revenue sources.

New Delhi: The government on Wednesday constituted the much-delayed 14th Finance Commission under the chairmanship of former Reserve Bank of India (RBI) governor Y.V. Reddy to review the distribution of resources among the Centre, states and local bodies.

The terms of reference include a new fiscal consolidation road map, devising a mechanism to compensate states in case of revenue loss due to the implementation of a single goods and services tax (GST), a blueprint for subsidy reform, and also insulating the pricing of public utility services such as drinking water, irrigation, power and public transport from policy fluctuations through statutory provisions.

The members of the panel include M. Govinda Rao, director, National Institute of Public Finance and Policy (NIPFP); Sudipto Mundle, former acting chairman, National Statistical Commission; and Abhijit Sen, member, Planning Commission. Sen will serve as a part time member. The recommendations of the committee will cover a five-year period starting 1 April 2015. The recommendations of the 13th Finance Commission headed by former finance secretary Vijay Kelkar are valid till 31 March 2015.

The commission has also been asked to look into the level of subsidies required for sustainable and inclusive growth, and the equitable sharing of subsidies between the Centre and state governments. It will also draw up recommendations on making public sector enterprises more competitive and market-oriented, issues regarding their listing and divestment as well as ways of relinquishing non-priority enterprises.

The other members of the Kelkar panel were Indira Rajaraman, Atul Sharma and Sanjiv Misra. It raised the state’s share in net tax proceeds to 32.5% from the 31% set by the 12th Finance Commission led by C. Rangarajan.

The Kelkar commission not only increased the share of urban areas in net tax proceeds nearly five times, it also moved away from fixed transfers to a formula (as a percentage share of the divisible pool of taxes). It also put in place incentives linked to performance metrics.

The 14th Finance Commission’s terms of reference are very comprehensive, saidPratap Ranjan Jena, associate professor at NIPFP. “The two critical points before the commission are devising a fiscal road map going beyond 2014-15 and formulating a mechanism for compensation once GST is implemented,” he said.

While announcing the formation of the new finance commission, finance ministerP. Chidambaram said the government had made special reference to the issues concerning debt-stressed states to the panel. The commission will also take into account taxation efforts and the potential for increasing the tax-GDP ratio by such states, he said.

“All this will help the finance commission in making recommendations for states that are far away from the national average,” he said.

Chidambaram also indicated that the government may revise the criteria for according special category status to states. “Existing criteria were formulated some time ago. And perhaps it is time to revisit the criteria,” he said, responding to queries over Bihar chief minister Nitish Kumar’s demand for special category status for the state.

న్యూఢిల్లీ, ఆగస్టు 3 (ఆంధ్రజ్యోతి): ఆంధ్రప్రదేశ్‌కు ప్రత్యేక హోదా ఇచ్చేందుకు 14వ ఆర్థిక సంఘం ఒప్పుకోవడం లేదన్న కేంద్ర ఆర్థిక మంత్రి అరుణ్‌ జైట్లీ వాదనపై కేంద్ర మాజీ మంత్రి, కాంగ్రెస్‌ సీనియర్‌ నేత జైరామ్‌ రమేశ్‌ మండిపడ్డారు. హోదా ఇవ్వవద్దని ఆర్థిక సంఘం ఎక్కడా చెప్పలేదని, సంఘం అధ్యక్షుడు వైవీ రెడ్డే ఈ విషయం తనకు చెప్పారని ఆయన వెల్లడించారు. ప్రత్యేక హోదాను రద్దు చేయాలని సంఘం ఎక్కడా సిఫారసు చేయలేదని తేల్చిచెప్పారు. దీనిపై సంఘం సభ్యుడు అభిజిత్‌ సేన్‌ను తాను సంప్రదించగా, ఆయన సైతం స్పష్టమైన వివరణ ఇచ్చారని తెలిపారు. కాంగ్రెస్‌ ఎంపీ కేవీపీ రామచంద్రరావు నివాసంలో బుధవారం ఆయన మీడియాతో మాట్లాడారు. ఏపీకి ఇచ్చిన హామీలను అమలు చేసేందుకు రాజ్యాంగం అడ్డువస్తోందని జైట్లీ చెప్పడాన్ని పచ్చి అబద్ధంగా అభివర్ణించారు.

అది తప్పుడు ప్రకటన అని, ఆయన పార్లమెంటును, దేశ ప్రజలను.. ముఖ్యంగా ఆంధ్రులను పక్కదోవ పట్టించారని మండిపడ్డారు. ఆర్థిక సంఘం సిఫారసులను, అభిజిత్‌ సేన్‌ పంపిన ఈమెయిల్‌ వివరణను ఆయన మీడియాకు విడుదల చేశారు. ఇదే అంశంపై తాను ఆర్థిక సంఘం అధ్యక్షుడు వైవీ రెడ్డితో కూడా మాట్లాడానని, ఆయన కూడా ప్రత్యేక హోదా ఇవ్వొద్దని తాము సిఫారసు చేయలేదని స్పష్టంచేశారన్నారు. పన్నుల పంపకాలు, రాషా్ట్రల వాటాలకు సంబంధించి మాత్రమే ఆర్థిక సంఘం సిఫారసులు చేసిందని చెప్పారు. ‘‘సంఘం సిఫారసుల్లో రెండు భాగాలు ఉంటాయి. మొదటి భాగంలో కేంద్ర పన్నుల్లో రాషా్ట్రలకు ఎంత వాటా ఇవ్వాలి? అనేది ఉంటుంది. రెండో భాగంలో ఏయే రాషా్ట్రలకు ఎంతెంత మేరకు నిధులు ఇవ్వాలి? అనేది ఉంటుంది. ఈ క్రమంలో ప్రత్యేక హోదా ఉన్న రాషా్ట్రలు, లేని రాషా్ట్రల మధ్య పన్నుల పంపకాల్లో భేదం చూపొద్దని మాత్రమే ఆర్థిక సంఘం సిఫార్సు చేసింది’’ అని జైరామ్‌ వివరించారు.

ఈ సిఫారసులు అందే నాటికి దేశంలో 11 రాషా్ట్రలు ప్రత్యేక హోదాను అనుభవిస్తున్నాయని, అందులో 6 రాషా్ట్రల్లో కాంగ్రెస్‌ ప్రభుత్వాలు ఉన్నాయని పేర్కొన్నారు. ఈ నేపథ్యంలోనే ప్రత్యేక హోదా ఉన్న రాషా్ట్రలకు పన్ను వాటాల కేటాయింపుల్లో భేదం చూపొద్దన్న సిఫారసును ప్రధాని మోదీ ఆమోదించారని ఆరోపించారు. అలాగే ఏపీకి ప్రత్యేక హోదా ఇవ్వొద్దన్న నిర్ణయం తీసుకున్నది కూడా మోదీ ప్రభుత్వమేనన్నారు. దీనిని ఆర్థిక సంఘంతో ముడిపెట్టడం సరికాదని తేల్చిచెప్పారు. తిరుపతిలో ఐఐటీ, తాడేపల్లిగూడెంలో ఎన్‌ఐటీల ఏర్పాటుకు సంబంధించిన చట్టం చేయటానికి కేంద్రానికి రెండేళ్లు పట్టిందని ఆయన ఎద్దేవా చేశారు.

ఇప్పుడు ప్రత్యేక హోదా కోసం తెలుగుదేశం పార్టీ పోరాటాలు చేయటం నాటకాలు ఆడటమేనని రమేశ్‌ ఆరోపించారు. టీడీపీ అంటే.. తెలుగు డ్రామా పార్టీ అని ఆయన అభివర్ణించారు. బీజేపీయే కనుక ఏపీ పట్ల చిత్తశుద్ధితో ఉంటే తక్షణం ప్రత్యేక హోదాను అమలు చేయవచ్చునని చెప్పారు. ఇందుకు ఎలాంటి సాంకేతిక అడ్డంకులూ లేవన్నారు. రాజ్యసభలో జైట్లీ ప్రసంగించిన రోజున తన మామగారు చనిపోయారని, దీంతో తాను హఠాత్తుగా చెన్నై వెళ్లాల్సి వచ్చిందని ఆయన వివరించారు. ఈ విషయం తెలుసుకోకుండా తెలుగుదేశం పార్టీ ఎంపీలు తనను విమర్శించడం సరికాదన్నారు.
