హైదరాబాద్‌, మార్చి 7 : కేంద్ర బడ్జెట్‌పై చాలా రోజుల తర్వాత వైఎస్‌ జగన్‌ మోహన్‌రెడ్డి స్పందించారు. నరేంద్ర మోదీ బడ్జెట్‌ తీవ్ర నిరాశకు గురిచేసిందని అన్నారు. బడ్జెట్‌లో ప్రత్యేక హోదా ప్రస్తావన లేకపోవడం బాధాకరమన్న జగన్‌ ఎన్డీఏలో టీడీపీ ఎందుకు కొనసాగుతుందో చెప్పాలని డిమాండ్‌ చేశారు. తక్షణమే కేంద్రానికి చంద్రబాబు తన మద్దతు ఉపసంహరించుకోవాలన్నారు. ఆరేళ్ల క్రితం చనిపోయిన వైఎస్‌పై పవన్‌ చేసిన ఆరోపణలు విచారకరమని, పవన్‌ ఏం మాట్లాడుతున్నారో ఆయనకైనా అర్థమవుతోందా అని వైఎస్‌ జగన్‌ ప్రశ్నించారు.

Land Acquisition Bill: Five points of debate & controversy

Prime Minister Modi is now leading the government from the front and has directed all his MPs to aggressively defend the Bill and not be affected by the oppositions' charges

It has been a stormy start to Parliament Budget session as the united opposition has vociferously taken on the Narendra Modi government on Land Acquisition Bill. The opposition parties are against the Bill accusing the Bharatiya Janata Party-led National Democratic Alliance government of bulldozing its way through in Parliament.

 Prime Minister Modi is now leading the government from the front and has directed all his MPs to aggressively defend the Bill and not be affected by the oppositions' charges. The Bill will replace the ordinance promulgated by the government in December 2014, which had brought changes in the Right to Fair Compensation and Transparency in Land Acquisition, Resettlement and Rehabilitation (Amendment) Act (RFCTLARR) passed in 2013 by the UPA government.

If the Bill is not passed in this session, then the ordinance will lapse and cannot be introduced again. Till now whenever the government acquires a land, it is done under the Land Acquisition Act 1894. In 2007, the UPA government brought in The Rehabilitation and Resettlement Bill to replace the Act. After the Modi government took over in May 2014, it decided to make some amendments in the Bill which have become a bone of contention.

According PRS Legislative Research these are:

1.   Excluded Acts brought under the RFCTLARR Act: According to the Act 2013, 13 Acts were excluded from the RFCTLARR Act but with the new ordinance they are now brought under its purview. Thus, it brings the compensation, rehabilitation and resettlement provisions of these 13 laws in consonance with the Act.

2.   Removal of consent clause in five areas: The ordinance removes the consent clause for acquiring land for five areas -- industrial corridors, public private partnership projects, rural infrastructure, affordable housing and defence. The ordinance also exempts projects in these five areas from Social Impact Assessment and acquisition of irrigated multi-cropped land and other agricultural land, which earlier could not be acquired beyond a certain limit.

3.   Return of unutilised land: According to the Act 2013, if the land remains unutilised for five years, then it needs to be returned to the owner. But according to the ordinance the period after which unutilised land needs to be returned will be five years, or any period specified at the time of setting up the project, whichever is later.

4.   Time frame: The ordinance states that if the possession of acquired land under Act 1984 is not taken for reasons, then the new law will be applied.

5.   Word 'private company' replaced with 'private entity': While the Act 2013 stated that the land can be acquired for private companies, the ordinance replaced it with private entity. A private entity is an entity other than a government entity, and could include a proprietorship, partnership, company, corporation, non-profit organisation, or other entity under any other law.

6.   Offence by government officials: If an offence is committed by a government official or the head of the department, then s/he cannot be prosecuted without the prior sanction of the government.

HYDERABAD: Chief Minister N Chandrababu Naidu has reportedly told his Cabinet colleagues that it is better if the state government went for Public-Private-Partnership (PPP) method to overcome the fund shortage for construction of AP’s capital city.

Asking them not to get disheartened over the meagre central allocations to AP in the Union Budget, Naidu is understood to have asked his colleagues to try to raise own resources for infrastructure development, including construction of all key buildings in the core capital, in the PPP mode.

After eight hours of deliberations in the Cabinet meeting here on Wednesday, Naidu reportedly formulated a four-pronged strategy to extract AP’s legitimate share of funds from Delhi.

First, he will write a letter to the Prime Minister urging him to undo the injustice done to AP in the Union Budget. He will follow it up with a meeting with the Prime Minister and the Union Finance Minister to personally request them to sanction more financial aid to the cash-starved State. Then resolutions will be passed in the Cabinet and the Assembly for AP’s due share of funds.

“Naidu will tell Modi and Jaitley about AP’s plan to raise own resources for development works and request them to supplement our efforts with central funds,” a  minister said.

With 32,000 acre procured for capital construction, Naidu wanted to lay the foundation stone for the capital in the second or third week of May.

“He told us that the State government should try to woo foreign and Indian investors to take up infrastructure activities in the capital on PPP mode,” said a minister. Naidu is likely to visit Singapore on March 30 to give final touches to the capital city master plan under preparation there.

Naidu wanted a 10-lakh acre land bank for setting up of industries in AP, and reportedly told ministers to identify at least 80,000 acre in each district.

పోలవరం ప్రాజెక్టుకు జాప్యం శాపం.. 16వేల కోట్ల ప్రాజెక్టు 100 కోట్ల కేటాయింపు అందులో సగం జీతాలకే సరి! పాత వ్యయం చెల్లింపుపైనా మెలిక విభజన చట్టంలోనే ‘జాతీయ హోదా’ ఇప్పటికీ అసంపూర్ణంగానే ప్రాజెక్టు అథారిటీ లభించని పెట్టుబడులకు క్లియరెన్స్‌ మోదీ సర్కారు తీరుపై జనం గుర్రు (హైదరాబాద్‌, న్యూఢిల్లీ - ఆంధ్రజ్యోతి) పోలవరం ప్రాజెక్టు అంచనా వ్యయం... పదహారు వేల కోట్ల రూపాయలు! దీనిని నాలుగేళ్లలో పూర్తి చేయాలని ఏడాది క్రితం లక్ష్యంగా పెట్టుకున్నారు. ఈ లెక్కన... ఏడాదికి సగటున కనీసం నాలుగు వేల కోట్లు ఖర్చుపెట్టాలి. కానీ... 2015-16 బడ్జెట్‌లో కేంద్రం దీనికి కేటాయించింది కేవలం వంద కోట్లు! పోలవరం ప్రాజెక్టుపై కేంద్రం పెద్దలు చెప్పే మాటలకు, చేసే చర్యలకు పొంతన లేదనేందుకు ఇదే పెద్ద నిదర్శనం. యూపీఏ సర్కారు విభజన చట్టంలోనే పోలవరం ప్రాజెక్టుకు జాతీయ హోదా ఇచ్చేసింది. దీనిపై తెలంగాణకు అభ్యంతరాలున్నప్పటికీ... విభజన తర్వాత ఏర్పడే తెలంగాణ రాష్ట్రం పోలవరానికి ఒప్పుకొన్నట్లే అని చట్టంలో తేల్చేసింది. ఇక... మోదీ సర్కారు తన మొదటి కేబినెట్‌లోనే ముంపు మండలాలను ఏపీలో కలుపుతూ ఆర్డినెన్స్‌ను ఆమోదించింది. దీంతో... ప్రాజెక్టు పనులు పరుగులు తీస్తాయని సీమాంధ్రులు భావించారు. కానీ, ఈ ప్రాజెక్టు విషయంలో కేంద్రానిది నత్తలతో పోటీపడే తత్వమని తాజా ఉదంతాలతో తేలిపోయింది. కేటాయింపులు ఇలాగేనా... పోలవరం ప్రాజెక్టుకు 2014-15 బడ్జెట్‌లో రూ.250 కోట్లు కేటాయించారు. ‘ఇదే మొదటి బడ్జెట్‌ కదా! అందునా పూర్తిస్థాయి బడ్జెట్‌ కూడా కాదు! ఫర్వాలేదులే’ అని ఏపీ సర్కారు భావించింది. కేంద్ర కేటాయింపులు నమ్ముకొని రూ.304 కోట్లు వ్యయం చేసింది. ఈ ఖర్చుకు సంబంధించిన లెక్కలూ వివరించి చెప్పింది. కానీ... ఇప్పటిదాకా కేంద్రం నుంచి పైసా విడుదల కాలేదు. పైగా... మేం రూ.250 కోట్లు కేటాయిస్తే మీరు అదనంగా 64 కోట్లు ఎలా ఖర్చుచేస్తారంటూ దబాయింపు! ఆ సంగతి వదిలేద్దాం! 2015-16 ప్రాజెక్టులోనైనా పోలవరానికి తగిన స్థాయిలో కేటాయింపులు ఉంటాయని ఏపీ సర్కారు కొండంత ఆశ పెట్టుకుంది. వీరి ఆశలన్నీ గంగలో కలిపేస్తూ కేవలం రూ.100 కోట్లు కేటాయించారు. దీంతో... అటు సర్కారుకు, ఇటు ప్రజలకు పెద్ద షాక్‌ తగిలింది. ‘‘పోలవరం ప్రాజెక్టును మూడేళ్లలో పూర్తిచేయాల్సి ఉంది. పోలవరం ప్రాజెక్టుకు జాతీయ హోదా ఇచ్చినందున... దానికోసం ప్రత్యేక హెడ్‌ఆఫ్‌ అకౌంట్‌ (నిధుల విడుదల కోసం ప్రత్యేక ఖాతా)ను ఏర్పాటు చేయాలి. మరో మూడేళ్లలో ప్రాజెక్టును పూర్తి చేయాల్సి ఉన్నందున... ఈ బడ్జెట్‌లో రూ.7 కోట్లు కేటాయించాలి. ఇప్పటికే మేం పెట్టిన ఖర్చు రూ.5వేల కోట్లను కూడా మీరే ఇవ్వాలి’’ అని ఏపీ సర్కారు కేంద్రానికి పలు లేఖలు రాసింది. అయితే, ఇంతా చేసి... చివరికి రూ.100 కోట్లు మాత్రమే కేటాయించింది. ఈ వందకోట్లలో సగం సిబ్బంది జీతాలకే సరిపోతుంది! ఇక... ప్రాజెక్టు కట్టేదెలా? అది పూర్తయ్యేదెప్పుడు? ఈ ప్రశ్నలకు మోదీ సర్కారేసమాధానం చెప్పాలి. అయితే, ఏఐబీపీ స్థానంలో ప్రవేశపెట్టిన పథకం నుంచి పోలవరానికి నిధులు ఇస్తామని కేంద్ర వర్గాలు అంటున్నాయి. ఈ పథకానికి, అన్ని రాష్ట్రాలకు కలిపి ఇచ్చిందే నాలుగు వేల కోట్లు. అందులో వెయ్యి కోట్లు వరదల నిర్వహణకే! మరి... దీనిని నుంచి పోలవరానికి ఇచ్చేదేమిటి? ఇక... మరో ఆందోళనకరమైన విషయమేమిటంటే, ఇప్పటి వరకు పోలవరం ప్రాజెక్టు నిర్మాణం కోసం రాష్ట్ర ప్రభుత్వం ప్రతిపాదించిన 16,010 కోట్లకు ఇప్పటి వరకు కేంద్రం పెట్టుబడి అనుమతి (క్యాపిటల్‌ క్లియరెన్స్‌) ఇవ్వలేదు. కేంద్రం వ్యూహాత్మకంగానే దీనిని పెండింగ్‌లో పెట్టిందనే అనుమానాలు తలెత్తుతున్నాయి. పోలవరం ప్రాజెక్టు పూర్తికి పెట్టుకున్న లక్ష్యంలో ఏడాది కరిగిపోయింది. మిగిలింది మూడేళ్లే. ఈ లెక్కన ఏటా కనీసం 5వేల కోట్లు కేటాయించి విడుదల చేయాలి. మూడేళ్లు కాదు... ఐదేళ్లు అనుకుంటే, ఏటా 3వేల కోట్లు కేటాయించాలి. కానీ... ఈ వంద కోట్ల లెక్కేమిటో ఎవ్వరికీ అర్థం కావడంలేదు. ఇప్పటికీ 12 గ్రామాల్లో భూ సేకరణ క్లిష్టమైన సమస్యగా ఉంది. దాన్ని పరిష్కరించాలంటే 300 కోట్లపైనే అవుతుందని అధికారవర్గాలు చెబుతున్నాయి. దీనికి భిన్నంగా ఏటేటా వంద, ఆపైన నిధులు ఇస్తే పోలవరం పూర్తి చేయాలంటే కొన్ని యుగాలు పడుతుందని ఇంజనీరింగ్‌ నిపుణులు చెబుతున్నారు. జాప్యం జరిగేకొద్దీ నిర్మాణ వ్యయం కూడా పెరుగుతూ పోతుందని హెచ్చరిస్తున్నారు. అథారిటీ ఎక్కడ? పోలవరం పేరుకే ‘జాతీయ’ ప్రాజెక్టుగా మారింది. సొంతంగా చేపట్టిన ఈ ప్రాజెక్టుపై కేంద్ర సాగునీటి పారుదల శాఖ మంత్రి ఉమాభారతి ఒకేఒక్కసారి సమీక్షించారు. అదికూడా... మంగళవారం! అందులోనూ, బీజేపీపై ఏపీలో ఆగ్రహం రగులుతోందనే సమాచారంతో ఆమె ఈ అంశంపై అధికారులతో సమీక్షించారు. ‘అనుమానాలు వద్దు. ప్రాజెక్టు పూర్తి చేస్తాం. చంద్రబాబు కూడా మద్దతుతో సహకరించాలి’ అంటూ ఆమె పాతపాటే పాడారు. ఇక... పోలవరం ప్రాజెక్టు అథారిటీని కూడా కేంద్రం తూతూమంత్రంగా ఏర్పాటు చేసింది. పూర్తిస్థాయి అథారిటీని నియమించకుండా... సీఈవోను మాత్రం నియమించి చేతులు దులుపుకొంది. ఇక... అథారిటీ కార్యాలయాన్ని హైదరాబాద్‌లో ఏర్పాటు చేయడాన్ని కూడా ఏపీ నేతలు వ్యతిరేకిస్తున్నారు. దీనిని రాజమండ్రిలో ఏర్పాటు చేయాలని కోరుతున్నారు. నాడు మోదీ మాట... ‘‘పోలవరం ప్రాజెక్టు నిర్మాణం ప్రారంభమై చాలా కాలమైంది. అయినా, ఇంకా నత్తనడకన నడుస్తూనే ఉంది. ఎన్డీయే అధికారంలోకి వచ్చిన వెంటనే జాతీయ హోదా కల్పిస్తాం. ప్రాజెక్టును సత్వరం పూర్తి చేయడమే లక్ష్యంగా పెట్టుకుంటాం!’’ - నరేంద్ర మోదీ (గత ఏడాది మే 2న పశ్చిమ గోదావరి జిల్లా భీమవరం ఎన్నికల ప్రచార సభలో) నాటి మాటలు నేడేవీ? ఎన్నికల ముందు, విపక్షంలో ఉండగా బీజేపీ నేతలు కూడా గట్టిగా పోలవరం పాట పాడారు. నాడు సీమాంధ్ర బీజేపీ నేతలు ‘పోలవరం యాత్ర’ కూడా నిర్వహించారు. ఇక... బీజేపీ తెలంగాణ నేతలకు సైతం ప్రాజెక్టు డిజైన్‌పై మాత్రమే అభ్యంతరాలు ఉండేవి. పోలవరం ప్రాజెక్టు కట్టాలన్నదే వారి డిమాండ్‌. ఆ తర్వాత... విభజన చట్టంలో యూపీఏ సర్కారు ప్రాజెక్టుకు జాతీయ హోదా ఇచ్చినప్పుడు ‘ఇదంతా మా పోరాటం వల్లే’ అని క్రెడిట్‌ను బీజేపీ నేతలు తమ ఖాతాలో వేసుకున్నారు కూడా. ఇప్పుడు.. తామే స్వయంగా కేంద్రంలో అధికారంలో ఉన్న బీజేపీ తూతూ మంత్రపు కేటాయింపులతో పోలవరానికి తూట్లు పొడుస్తోంది. విభజన చట్టంలో పోల‘వరం’ ‘‘పోలవరం సాగునీటి ప్రాజెక్టును జాతీయ ప్రాజెక్టుగా ప్రకటిస్తున్నాం. ప్రజా ప్రయోజనాల దృష్ట్యా పోలవరం సాగునీటి ప్రాజెక్టును కేంద్రమే ఆధీనంలోకి తీసుకోవడం ఆవశ్యం. పోలవరం ప్రాజెక్టు నిర్మాణానికి తెలంగాణ రాష్ట్రం అనుమతి ఇచ్చినట్లుగానే పరిగణిస్తున్నాం. ఈ ప్రాజెక్టుకు సంబంధించి పర్యావరణ, అటవీ, తదితర అనుమతులను పొంది... నిబంధనల మేరకు నిర్వాసితులకు పునరావాసం, పరిహారం చెల్లించి... ప్రాజెక్టును చేపట్టడం కేంద్ర బాధ్యత.’’

U.S. Ambassador to India Richard R. Verma on Wednesday told India's leading Muslim entrepreneurs, scholars, and clerics that they were each "vital players in advancing our countries' shared values and vision."

Noting that "the future of the U.S.-India relationship depends on human capital," Ambassador Verma said at a town hall at the India Islamic Cultural Center (IICC), "your perspectives and contributions are the key asset for its growth."

The hour-long discussion with over 50 people representing the geographic, professional, and ideological diversity of India's vibrant Muslim communities highlighted the people-to-people role in strengthening U.S.-India relations.

Ambassador Verma outlined four broad areas of ongoing U.S.-India cooperation: clean energy and climate change; development, health, and science; economic and commercial; and defense and security.

IICC President Sirajuddin Qureshi extended the invitation to Ambassador Verma to speak at the center. During his visit, the Ambassador also met some of the young Muslim students who benefit from the center's vocational training programs and inaugurated the center's newly-renovated Board Room.

New Delhi: US Ambassador to India Richard Verma on Wednesday described Indian Muslims as "vital players" in advancing India and America's shared value and vision.


Verma was addressing a town hall at the India Islamic Cultural Center (IICC), attended by country's leading Muslim entrepreneurs, scholars, and clerics.

Noting that "the future of the US-India relationship depends on human capital," he said, "Your perspectives and contributions are the key asset for its growth", according to a release by the US embassy here.

Richard Rahul Verma to be U.S. ambassador to India

The United States senate on Tuesday confirmed by a voice vote the nomination of Richard Rahul Verma as the next US ambassador to India.

Mr. Verma (46) is the first Indian-American to be the U.S. ambassador to India and is expected to be sworn in shortly.

He will arrive in New Delhi ahead of the India visit of U.S. President Barack Obama who will be the chief guest on this year’s Republic Day.

The very fact that Mr. Verma was confirmed by a voice vote in a bitterly divided senate with more than fifty ambassadorial nominations pending, signify the bi-partisan support to India-US relationship.

Mr. Verma, who quietly played an important role in the Congressional passage of Civil Nuclear Deal while being at the Hill, had advocated for strong Indo-US ties when in the administration and recently had started a “India 2020” project at a top American-think tank — Center for American Progress.

Mr. Verma served as assistant secretary of state for legislative affairs at the State Department in the Obama administration from 2009 to 2011.

He is currently a senior counsellor at Steptoe & Johnson law firm and the Albright Stonebridge Group, a business advisory company, led by former US Secretary of State Madeleine Albright.

Mr. Verma will replace Nancy Powell, who resigned in March after a damaging row over the treatment of a junior Indian diplomat, Devyani Khobragade, who was accused by authorities in New York of visa fraud and underpaying a domestic worker.

The U.S. Embassy in New Delhi is currently headed by a charge d’affaires, Kathleen Stephens.

Mr. Verma’s association with Obama goes back to 2008, when he worked on presidential debate preparations for the then Illinois senator.

His parents came to the U.S. in the early 1960s having lived through India’s fight for independence from Britain and partition.

లండన్‌, మార్చి 3: భారత ఐటీ పరిశ్రమ కూడలి బెంగళూరు ప్రపంచంలో అత్యంత ‘చవకైన’ నగరంగా ఎంపికైంది. వివిధ దేశాల్లోని 133 నగరాల్లో జీవన వ్యయం ఆధారంగా రూపొందిన ఈ జాబితాలో బెంగళూరు సరసన పాకిస్థాన్‌ వాణిజ్య రాజధాని కరాచీ కూడా చేరింది. భారత వాణిజ్య రాజధాని ముంబై, చెన్నై, న్యూఢిల్లీ ఆ తర్వాతి స్థానాల్లో ఉన్నాయి. అమెరికాలోని న్యూయార్క్‌ నగరం ప్రాతిపదికగా ఎకనమిక్‌ ఇంటెలిజెన్స్‌ యూనిట్‌ (ఈఐయూ) వార్షిక అధ్య యనం నిర్వహించింది. దాని ఆధారంగా ‘‘విశ్వవ్యాప్త జీవన వ్యయ నివేదిక-2015’’ను తయారుచేసింది. మొత్తంమీద భారత ఉపఖండంలో మూల్యానికి తగిన విలువ లభిస్తుందని తేల్చింది. ఇక అత్యంత ఖరీదైన నగరాల్లో నిరుటిలాగానే సింగపూర్‌ అగ్రస్థానంలో ప్యారిస్‌, ఓస్లో, జూరిచ్‌, సిడ్నీ తర్వాతి స్థానాల్లో కొనసాగాయి. ఇక జెనీవా, కోపెన్‌హాగెన్‌, ఫ్రాంక్‌ఫర్ట్‌, హెల్సింకీ నగరాలతో టాప్‌-10 జాబితా పూర్తయిందని ఈఐయూ నివేదిక సంపాదకుడు జాన్‌ కోప్‌స్టేక్‌ తెలిపారు.

కేటాయింపులకు కోతలు?

- తగ్గిన ఆదాయంతో అనివార్య పరిస్థితి!.. ఇచ్చిన కొన్ని ప్రతిపాదనలు వెనక్కి -  ఎన్నికల హామీలు, సంక్షేమానికి ప్రాధాన్యం.. ఏపీ బడ్జెట్‌పై చంద్రబాబు  హైదరాబాద్‌, మార్చి 3 (ఆంధ్రజ్యోతి): కేంద్రం తాజా బడ్జెట్‌లో ఆంధ్రప్రదేశ్‌కు మొండిచేయి చూపించడంతో రాష్ట్ర ప్రభుత్వం ప్రత్యామ్నాయ మార్గాలపై దృష్టి సారించింది. ఇక తన కాళ్లపైనే నిలబడాలన్న నిర్ణయానికి ఏపీ ప్రభుత్వం వచ్చింది. ప్రధాన ఆదాయ వనరుల నుంచి రాషా్ట్రవసరాలకు సరిపడ నిధులను రాబట్టే ప్రణాళికలను సిద్ధం చేయాల్సిందిగా ఆర్ధిక శాఖను రాష్ట్ర ముఖ్యమంత్రి నారా చంద్రబాబునాయుడు ఆదేశించారు. ఈనెల 12న ఆర్థిక మంత్రి యనమల రామకృష్ణుడు సమర్పించబోయే 2015-16 బడ్జెట్‌ ఎలా ఉండాలన్న దానిపై సీఎం తన నివాసంలో మంగళవారం ఉన్నతస్థాయి సమావేశం నిర్వహించారు. ఈ సందర్భంగా ఆయన బడ్జెట్‌కు తుదిరూపు ఇచ్చారు. వివిధ శాఖల నుంచి వచ్చిన బడ్జెట్‌ ప్రతిపాదనలు పరిశీలించి నిధులలో కోత పెట్టాలని నిర్ణయించారు. కొన్ని శాఖలు తమకు గతంలో కన్నా బడ్జెట్‌ పెంచాలంటూ ఇచ్చిన ప్రతిపాదనలను తిప్పి పంపించారు. రాష్ట్ర విభజన కారణంగా ఏపీ ఆదాయానికి గండిపడడం, కేంద్రం నుంచి ఆశించిన మేరకు సాయం అందకపోవడంతో అన్ని శాఖలకూ ఈసారి నిధుల కోత తప్పదని అంటున్నారు. దీనిని దృష్టిలో పెట్టుకుని తాజాగా ప్రతిపాదనలను పంపించాల్సిందిగా ఆదేశాలు జారీ చేశారు. కేంద్రంపై పెద్దగా ఆశలు పెట్టుకోకుండా రాష్ట్రంలో ఉన్న వనరుల నుంచే ఆదాయాన్ని సమీకరించుకునేలా ప్రణాళికలు సిద్ధం చేయాలని కోరారు. ప్రధానంగా వాణిజ్య పన్నులు, ఎక్సైజ్‌ ఆదాయాలతో పాటు గనులపై రాయల్టీ, ఎర్రచందనం తదితర ఆదాయవనరులపై దృష్టి పెట్టాలని అన్నారు. ప్రధాన ఆదాయ వనరులను నుంచి నిధుల సమీకరణ ఎంత మేరకు సాధించవచ్చు.. రాష్ట్ర అవసరాలకు తగినట్టుగా ఆదాయం రాబట్టడం తదితర అంశాలను పరిగణనలోకి తీసుకోవాలని సూచించారు. ఎన్నికల హామీలు, వివిధ రకాల సంక్షేమ కార్యక్రమాలను దృష్టిలో పెట్టుకుని బడ్జెట్‌ను ఉండాలని అధికార యంత్రాంగానికి ఆయన సూచించారు. సాధ్యమైనంత వరకూ ఖర్చులు తగ్గించుకునేలా బడ్జెట్‌ను ఉండాలన్నారు. ఇటీవలే ప్రభుత్వ ఉద్యోగులకు ఐఆర్‌ పెంపు, అలాగే రైతు, డ్వాక్రా రుణమాఫీకి అవసరమైన నిధులు బడ్జెట్‌లో కేటాయించాలని సీఎం సూచించారు. గవర్నర్‌ ప్రసంగానికి అవసరమైన అంశాలేమిటి..? వాటిని పొందుపరచడంపైనా చర్చించారు. నేడు ఏపీ కేబినెట్‌ భేటీ ఆంధ్రప్రదేశ్‌ సీఎం నారా చంద్రబాబు నాయుడు అధ్యక్షతన బుధవారం సచివాలయంలో మంత్రివర్గ సమావేశం జరగనుంది. ఉదయం పది గంటలకు ప్రారంభమయ్యే ఈ భేటీలో బడ్జెట్‌ సమావేశాలకు సంబంధించి చర్చించనున్నారు. అసెంబ్లీలో ఆమోదం పొందాల్సిన వివిధ బిల్లులపైనా చర్చ జరుగనుంది.  అభివృద్ధికి మిగిలింది నాలుగు పైసలే!  దీనితో ఏం చేయాలి.. ఎలా చేయాలి?  అధికారులతో చంద్రబాబు తర్జనభర్జన విభజనానంతరం ఆంధ్రప్రదేశ్‌లో ఆదాయానికి ఖర్చుకు లంకె కుదరడం లేదు. ఆ రాష్ట్రంలో వంద పైసలు ఆదాయం వస్తుంటే సరిగ్గా 96 పైసలు ఉద్యోగుల జీతాలు, పింఛన్లకు సరిపోతోంది. ముఖ్యమంత్రి చంద్రబాబు నాయుడు మంగళవారం ఉదయం ఇక్కడ తన నివాసంలో నిర్వహించిన బడ్జెట్‌ తయారీ సమీక్షలో అధికారులు ఈ విషయం వెల్లడించారు. ఇటీవల ఉద్యోగుల జీతాలు 43 శాతం మేర పెంచడంతో భారం మరీ పెరిగిందని ఆర్థిక శాఖ అధికారులు వెల్లడించారు. రుణాల ద్వారా సేకరించే నిధులు వడ్డీలు, కిస్తీల చెల్లింపునకు సరిపోతున్నాయని వారు తెలిపారు. ‘రూపాయికి నాలుగు పైసలు మాత్రం మిగిలితే దానితో ఏం చేయాలి? ప్రజలకు ఏం న్యాయం చేయగలం’ అని చంద్రబాబు ఒకింత నిర్వేదంగా మాట్లాడినట్లు సమాచారం. వీలైనన్ని పధకాలకు కోతలు పెట్టడం ద్వారా అతి కష్టం మీద ప్రణాళికా వ్యయం రూ.10,000 కోట్ల వరకైనా ఉండేలా చూడాలని ఈ సమావేశం నిశ్చయించింది. ఇరిగేషన్‌ పనులకు ప్రాధాన్యం ఇస్తూ ప్రణాళికా కేటాయింపుల్లో అత్యధిక భాగం దానికే కేటాయించాలని నిశ్చయించారు. రాష్ట్ర స్థూలోత్పత్తి రూ.5.80 లక్షల కోట్లు ఉంటుందని అంచనా వేస్తున్నట్లు అధికారులు తెలిపారు. ఆ లెక్కన ఈసారి రూ.17 వేల కోట్ల వరకూ అప్పులు సమీకరించే అవకాశం ఉందని అంచనా వేశారు. ‘కేంద్రంపై చాలా ఆశలు పెట్టుకొన్నాం. వారి ప్రతిస్పందన కూడా నిరుత్సాహకరంగా ఉంది. రాష్ట్ర విభజన ఏపీ ప్రజలకు శాపంగా మారింది. జనాభా ఎక్కువ ఉంది. ఆదాయం లేదు. ఈ పరిస్థితిని కేంద్రానికి వివరించే ప్రయత్నం చేస్తున్నాం. చూద్దాం...ఏం జరుగుతుందో’ అని చంద్రబాబు వ్యాఖ్యానించారు.
